The U.S. Consulate General in Frankfurt am Main is seeking eligible and qualified applicants for the position of Administrative Specialist in the BBG/IBB section. Filling of position is subject to availability of funds.


Incumbent serves as the principle administrative expert to the Station Manager (Senior FSO) of IBB Germany. The incumbent is charged with independently executing IBB Germany’s combined Administrative and Financial Management programs and providing expertise, guidance and advice to American and FSN supervisory personnel at two IBB Germany sites on all matters relative to Station administration.

EDUCATION: Bachelor degree in Business Administration or Financial Management is required.

EXPERIENCE: Seven (7) years progressively responsible experience in administrative management, i.e. financial, procurement and logistics, etc. is required. Particular experience as related to the operation, maintenance and management of an overseas IBB Relay Station required. Additionally one year of supervisory experience is required.

LANGUAGE: English and German Level IV (Fluent) (Speak, Read, and Write) is required.

KNOWLEDGE: A thorough knowledge of USG laws and regulations, BBG, State and IBB budget & fiscal property management, procurement, contracting, personnel management and travel regulations, directives and policies is required. Incumbent must have knowledge of foreign applicable laws and their business practice in order to deal with matters related to vendors and embassies in countries that IBB has leased stations. Also, the incumbent must have a demonstrated working knowledge in management/internal controls, office management supervision. 

SKILLS, ABILITIES: The incumbent must have high level skills in planning and undertaking important project and carry to completion without supervision. Incumbent must have good presentation skills and ability to convince/calm angry clients. S/he must be able to effectively supervise and evaluate subordinates; ability to assess apparent problems and develop realistic and responsive solutions; ability to manage complex account structures and coordinate budget execution; negotiate effectively with USG, German and private sector entities; and tactfully and effectively represent the station in diverse situations required. Incumbent must have excellent drafting skills. Incumbent must be able to work with MS Office and computer-accounting system.

The Human Resources Office will conduct standard language assessment tests and may test for other required skills as part of the selection process. Testing is conducted equitably and is administered in the same way to all applicants for the particular recruitment.

  4. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first ninety (90) calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
