Overview of Work
                             The American Consulate General Frankfurt (AmConGen) is planning  
                       to replace 1 set of Medium Voltage Batteries and 1 set of low 
                       Voltage Batteries and doing a function check after installation. 
                       Also a battery charger for low Voltage Batteries has to be replaced at  
                       one Transformer-station at the COB. 
                      
                       The Battery sets and charger which have to be replaced are not 
                       working probably and the lifetime cycle is already over.
                       The intention of this project is to restore the system again as it was 
                       originally.
                       Also requested in this project is to do a function test after the  
                       installation of the new equipment. 
                       Every bidder is requested to inspect the Transformer-station and 
                       system prior his proposal.                            
                       Hereinafter known as the Work, and to provide applicable criteria, 
                       which the Local Contractor must use, for the preparation of 
                       construction of the Work.  
                       AmConGen, Frankfurt, Germany will provide technical assistance and 
                       Quality Control.

General

-	The company submitting an offer must build and install emergency power systems.
-	The company submitting an offer may be required to carry out repair work on emergency power systems.
-	The company submitting an offer must provide verification of more than 10 year experience in installation and maintenance of power emergency systems.  
-	All employees of the executive company must have a background check before entering the consulate and beginning the work.
-	The performer must be familiar with the operation and the function mode of the system.
-	The work may only be carried out by persons who are familiar with emergency power systems.
-	There must be local knowledge about the functions and procedures. 
-	Check function of existing MTU emergency generators after isntallation.
-	It must be ensured that the system remains functional during the conversion of the equipment and testing.
-	The emergency power supply must be guaranteed during the conversion
-	Knowledge of technology, automation and visualization is required.
-	The functioning of a synchronized power switch with motor drive must be known.
-	Only batteries and battery charger which are approved according to VDE for emergency power systems may be used.
-	There must be a calculation on the discharge and charge of the batteries.
-	Check wires and do  Isolation measurements by German code VDE 0100
-	Follow start up regulation code VDE 0100
-	All work has to be done de-energized except when doing final testing
-	If changes will be made at Panel the panel legend has to be updated and the breaker marked
-	The conversion may not lead to any failure of the emergency power side.
-	The old batteries and battery charger must be professional disposed by the contractor.
-	When contractor find defect parts while doing the replacement  the contractor has to report this to the USG POC immediately
-	Training certificates must be provided by technicians for Siemens S5, PCS 7 and power operated current breaker.
-	A switching authorization for low, medium and high voltage switchgears must be enclosed. 
-	After installation and leaving the construction the floors have to be well-swept functional mode of emergency power system has to be ensured.

Safety

a.	General: The contractor shall provide and maintain work environments and procedures which will safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to contractor operations and activities; avoid interruptions of Government operations and delays in project completion dates; and, control costs in the performance of this contract. 
b.	All work must be carried out by German local, state and federal safety standards, and to the US Army Corps of Engineer Safety and Health Requirements Manual (EM 385-1-1), which ever standard is strictest. 

c.	Contractor must comply with the standards issued by any local government authority having jurisdiction over occupational health and safety issues; and,

d.	Contractor must ensure that any additional measures the contracting officer determines to be reasonably necessary for this purpose are taken.

e.	Contractor must provide a point of contact who is responsible for all safety matters on the site. This person must be readily available, either by phone or in person at any time the project is in progress. The designated safety contact must visit and inspect the site. While the point of contact is off site, there shall be one designated foreman or superintendent in charge of safety issues for both the general contractor and any subcontractors that they employ. 
f.	The name of the company, safety contact, and USG consulate contact, complete with phone numbers shall be listed on a sign (plastic laminate or similar) and hung at each entrance to the building during the work. 
g.	Temporary wiring, use of portable electric tools, or other recognized electrical hazards. Temporary wiring and portable electric tools require the use of a ground fault circuit interrupter (GFCI) in the affected circuits; other electrical hazards may also require the use of a GFCI;
h.	Hazardous materials—a material with a physical or health hazard including but not limited to, flammable, explosive, corrosive, toxic, reactive or unstable, or any operations which creates any kind of contamination inside an occupied building such as dust from demolition activities, paints, solvents, etc. Use of hazardous materials or work that results in hazardous conditions being present must have a control plan submitted to & approved by the COR. 

i.	Hazardous noise levels: worksite is in an office building. The prime contractor will take all care to reduce noise levels from normal work. Any exceptionally loud activities must be coordinated in advance with the COR and may require phasing or alternating durations. Proper ear protection must be used at all times given the task.

j.	The prime contractor is responsible for providing an on-site first aid kit.
k.	Proper personal protective equipment (PPE) shall be used at all times. This includes proper footwear, clothing, eye protection, gloves, etc. While overhead work is occurring, hard hats must be used. 
l.	All applicable safety signs, barricades, signal lights, etc. shall installed by this contractor. 
m.	The contractor is required to enforce these requirements with their suppliers and sub-contractors. 

n.	No work on energized electrical circuits can occur at any time. All work on electrical circuits shall be performed in accordance with EM 385-1-1 and lock-out/tag-out (LOTO) procedures shall be followed.


Any hot work (welding, torch work, plasma cutting) must be reviewed with and approved by the USG in advance. Proper safety precautions (fire extinguisher, fire watch) are the responsibility of this contractor.

The listed quantities are estimates only. The vendor will have to provide a design plan. The design plan must incorporate local and DOS requirements, as far as maximum occupancy and emergency egress go.
  
3.	ADDITIONAL REQUIREMENT
1.	Tools.  The contractor should supply all tools necessary to complete delivery and installation.
2.	Waste Removal.  The contractor must remove and properly dispose of all packaging materials and any other waste incidental to the office furniture installation.
