STATEMENT OF WORK
To replace Inverter AC systems in offices in the Consular Office Building Giessener Strasse 30, 60435 Frankfurt
I. GENERAL INFORMATION
This Statement of Work is intended to identify basic requirements for the replacement of inverter type air conditioning in offices in D026 and D033 of the Consular OfficeBuilding Hereinafter known as the Work and to provide applicable criteria which the Local Contractor must use for the preparation of construction of the Work.
II. PROJECT REQUIREMENTS
A. Description of Project:
The United States Government (USG) Department of State (DOS), Consulate Frankfurt is planning the replacement of inverter type AC units
to cool two training rooms D026 and D033, where existing air conditioning has failed, and replacement parts are no longer available.
The spaces in question are training rooms used for computer training for up to 20 persons. Project consists of one for one replacement of existing
equipment with equivalent capacity. Offer should include planning and installation of AC equipment with delivery and material required for
installation. Existing infrastructure such as electrical cables, communication cables, refrigerant lines and mounting hardware can be
reused if deemed to be in good working order and intact. Refrigerant must be recovered from existing units and the contractor is responsible
for the disposal of all equipment and materials.
B. General Requirements:
The work requires installation services as described herein. The Contractor is responsible to make all electrical connections the system requires. The price should include all materials which are required to complete the work.
It is important to keep the work area clean as all the offices are in use for the duration of the project. The covering of all areas to protect the space, furniture and computer equipment is required.
The Contractor shall maintain a system of quality assurance and quality control to ensure that the documentation of the design meets the requirements of this contract.
C. Specific Requirements:
1.1 Preparation work:
Refrigerant recovery from existing AC equipment in accordance with local codes regulating the recovery and storage of ozone depleting substances.
Disconnection and removal of internal and external AC equipment CAUTION: All electrical power must be shut off and proper lock-out / tag-out procedures followed to prevent electrical mishaps. Proper procedures for the lifting of heavy equipment shall be followed to prevent injury.
It is important to keep the work area clean as all the offices are occupied for the duration of the project. The covering of all areas to protect the space, furniture and equipment is required.
1.2 Installation work:
Install inside and outside units in the same locations as the equipment that was removed.
Refrigerant lines and power lines shall be installed in a mechanically sound and proper fashion with supports and
covering where possible.
Installation should be aesthetically sound and professional and adhere to all codes and regulations regarding the installation of AC equipment (see part III).
If existing infrastructure is reused, this must be evaluated as intact and sound from the contractor. Defects or damage caused by the reuse of existing infrastructure will be the responsibility of the contractor alone.
The contractor will be responsible for all electrical connections for this equipment. CAUTION: All electrical power must be shut off and proper lock-out / tag-out procedures followed to prevent electrical mishaps.
E. Special Requirements:
1. The Contractor shall be Responsible for obtaining local information, translating documents, etc. The Contractor’s proposal shall reflect the cost and extent of these services as determined by the Contractor, to be required. The Contractor shall be responsible to see that the work will be conducted with materials, equipment and systems that provide operational dependability and are easy to maintain or replace with those most readily available supplies and services. Emphasis must be placed on the uniformity of parts and components to maximize interchangeability.
2. The Contractor shall provide Quality Assurance certificates or equivalent documents for all materials and equipment to be used.
3. The Contractor shall provide specific operations and maintenance data and information on equipment installed.
4. The Contractor shall have a full time Engineer/Project Supervisor on site during all working hours.
5. Upon completion of work, contractor shall provide a complete set of As Built Drawings to the COR.
III. CODE COMPLIANCE
A. All design must comply with the U.S. building standards called out in Uniform Building Code, ANSI, ASTM, NEC, ACI, ABNT and other standards
called out by the contract. Inconsistencies shall be brought to the COR’s attention in writing. The COR will resolve any inconsistencies.In principle the work has to be done according to the state of the art (nach dem aktuellen Stand der Technik) and according to the German VOB.
B. Project Schedule:
The Contractor shall develop a Construction schedule, to minimize the disruption of ongoing operations in offices. Such schedule shall be coordinated with and approved by the COR.
IV. INSPECTION
A. The Contractor shall maintain a system of quality assurance and quality control to ensure that the documentation of the design meets the requirements of this contract. The Government reserves the right, as provided herein, to inspect the Contractor’s work as well as his system of QA/QC.
