Exchange a limited-validity Passport for a full-validity Passport

Please note that we cannot issue two consecutive limited-validity passports. 

If you were issued a limited-validity passport for a travel emergency, we encourage you to replace it with a full-validity passport immediately upon completion of your travel because the processing time for a new full-validity passport is approximately 4 – 6 weeks.

If your application for a replacement is made within one year from the date of issuance of the emergency passport no fee will be charged.

All applicants, including children are encouraged to apply by mail.

If one year has passed since the date of issuance of your passport, you must reapply using the same form number used to obtain your emergency passport and pay the passport fees again.  Go to “Renew an Adult Passport”, “Renew a Child Passport (under age 16)”, or “Renew a child passport (age 16 or 17)”.

The replacement of a limited-validity passport requires Form DS-5504. Complete the DS-5504 form online using the Form Filler.  The form is available at Travel.State.Gov. Note: You cannot currently list a “Country” when completing the “Emergency Contact” section on our forms. If you wish to include an emergency contact outside the United States, please leave the section blank and fill it in by hand after printing. Be sure to answer all questions accurately.  Print the application (not the instructions) on two sheets of paper leaving the reverse of the page blank.

Please note: 

  • You must sign your application. Incomplete, unsigned or incorrect applications will not be accepted and will be mailed back to you.  For minors under age 16, application forms must be signed by the same parent or guardian that signed the application for the limited-validity passport.
  • You must provide a Social Security Number (SSN), if you have been issued one. If you were never issued a SSN, leave the Social Security Number blank and submit this signed and dated statement.  If you have questions regarding this requirement, please see our FAQs here. You must submit your limited validity passport with your completed application as well as a photocopy of the biodata page with your application.

In the rare circumstance that the name you are currently using is different from the name on your most recent limited validity U.S. passport, you may change your name on your passport at this time.  However, in order to do so, you must provide an original copy as well as a photocopy of the legal name change document. Examples include:

  • Marriage certificate
  • Divorce decree
  • Court-ordered name change document

Your name change document will be returned to you with your new passport.

Provide one U.S. passport sized (5cm x 5cm) photo taken in last 6 months. Please see this video for a picture perfect passport photo. To avoid processing delays, be sure your photo meets all the photo requirements or it will be rejected. Photographs for U.S. passports differ from local requirements and can be found on Travel.State.Gov.

Please note: Do not bend nor attach the photo to your application.

If your application for a replacement is made within one year from the date of issuance of the emergency passport, no additional fee is charged. If one year has passed since the date of issuance of your passport, you must reapply using the same form number used to obtain your emergency passport and pay the passport fees again (see information listed above).

To avoid delay and increase security, please submit a DHL ExpressEasy shipping label attached to a non-padded A5 size envelope, when coming to your appointment. Since January 2020, DHL envelopes are no longer available for purchase at your local German post office. Please click here and follow the process online. Note that other commercial couriers are not accepted.

The return address (“Absender”) should be the address of the U.S. Consulate General in Frankfurt.

Please use your own email address for the “Absender” so the label will be emailed to you, and not the embassy or consulate.

Please make sure you affix the waybill label to a sturdy envelope and submit it by mail with all other documents.

We recommend that you send your application with a traceable delivery service (e.g. Deutsche Post Einschreiben, or any courier service).   Do NOT send your application to the National Passport Processing Center.  This will significantly delay your passport processing.

All incomplete application packages will be promptly returned to the sender with the courier envelope submitted with the application package.

For mail-in applications in Germany, please be aware that it may take up to 5–7 working days for an application to reach the Passport Unit after its arrival at the U.S. Consulate General in Frankfurt and processing of the application starts at that time.

Processing time for a full validity U.S. passport is approximately 4 to 6 weeks from the day we receive your application.

To avoid delays, complete your passport application online and ensure the barcode is visible on the left side of the first page.  Handwritten applications require additional processing times.

Please ensure you submit a prepaid, self-addressed return envelope (for this service, “Absender” is the U.S. Consulate General in Frankfurt) with your application and the required documents. Your full-validity passport (and canceled limited passport) will be returned to you via your prepaid envelope once processing has been completed.

Please note: Write down your tracking number as the passport units do not maintain this information. You may use the tracking number to track the return delivery of your passport.
